    here is the message
    ----------------------------------------------
    Dear Abair hossain,

As a security measure, we regularly screen PayPal activity. Recently, we
noticed a problem with your account.

We are very sorry, but in accordance with the PayPal User Agreement, we are
no longer able to have you as a customer.

We have had to close your account for the following reason:

Our system detected an unusual use of funds from a bank account linked to
    your PayPal account.

We apologize for any inconvenience this account closure may cause. You may
still log in to PayPal to view your transactions history and personal
    information for a limited time.

The funds in your account will be held for 180 days, due to the risk of
outstanding chargebacks and complaints. After 180 days, any remaining funds
will be available to you for withdrawal.
We've limited access to your account temporarily. We'll review the
limitation once you respond with the information we've requested.

To respond and remove the limitation, go to the Resolution Center. If you'd
like clarification on the limitation, please let us know by going to the
Help Center and clicking Contact Us.

Thank you for helping to resolve this problem.

    Sincerely,
    PayPal Account Review Department

my question is can he reactive his account again ? if he show any proof of that?
    or is it closed forever?

In the given mail, paypal has already advised your friend to contact them through help centre for detailed explanation.

He should be quickly going about it to show his utmost sincerity and genuineness to have the dispute resolved asap.

Your account is not yet closed.
What you need to do to reactivate the account is sent the required document such as ID and utility bills to paypal.

Why is my account access limited?

Your account access has been limited for the following reason(s):

This might be just a security check. Just do one thing.

    1. Go to Resolution Centre and upload a Photo ID (Driver's license)
    2. Call Paypal and tell them that you have uploaded the proof.
    3. They will forward the request.

You will get the account reactivated in 24 hours. (Mine was at least.)

""""15 days ago paypal asked him for address, photoid and cc verification

If this is true, then there should not be any trouble! Try calling PayPal!

Paypal is a really false company. Choose moneybookers & alertpay. Whatever, you may take your account again if you show proof. But,it takes morethan 6 months time. They are really slow.
