Is it normal to have over 100 referrals and not convert a sale?Honestly I find this behavior unusual, because we all have different reasons for buying or not buying a particular product. Mostly our budget. Some may buy now some may buy later.

the usual conversion rate is between 1-2%, depending on the business, but I've seen 0.001% for the adult industry, 0.0x% for gambling, and ~15% for repeat customers (email offers for Black Friday).
If your referrals are ...real... you still need a lot more of them to average out at 1-2%.

but again, if by referrals you mean people that got recommended to you by someone using your product , where you requested referrals for a discount or feature... those might convert worse...

Referrals are the highest converting customer type. According to Small Business.com, an average of 51% of referrals convert to purchasing customers, the Signpost puts a little lower at 37%, while Investopedia indicates that 65% of small business clients are from referrals.

As a former Sportsbook partner, I have seen up to 80% referral conversion. At one point we centered our marketing program on referrals.

Currently, as an email marketing stray=tegist, I have seen conversions close to what Signpost is declaring, 30 -41% of sales made by including a referral link in emails.

Would you consider a visit to a website a referral?

Website visitors, just like window shoppers, do not constitute demand. They are not considered a part of the data. Anyone can send you tons of hits from bots. Referrals are those users who have registered with the website, confirmed their subscription, and have spent an average time reviewing the website pages.

Otherwise, they are just bots and fakes.

So when a affiliate program tells you that your referrals are just visitors to your referral link, what should be my response?

This means that your traffic source is not converting at all. Referrals are better than any other advertising format. If I were you, I would consider changing my traffic source.
The other option is, if you trust your traffic source, get a second opinion on your landing page. Send us the page, be glad to view it.

I don't know if this would be appropriate, but I could also send you my email correspondence with the affiliate program,so that you can get some clarity of what they were trying communicate to me.

I took a look at the page and it is well done. The problem seems to be the traffic source.

What do you consider a referral and is traffic the same as referrals?

Traffic indicates persons or robots that open your webpage or cause it to load. You can buy ads, traffic or visitors, SEO, etc.

Referrals are real persons who have decided to visit your website due to recommendations from a third party. So this could be from any one of the following
    1. A buddy or a friend told them about your website
    2. An influencer (someone with a large number of followers) recommended your website as a valuable option
    3. A reputable website, forum, or blog, investigated your website and the readers or members became convinced that you are a good shot
    4. An email list owner included your ad to its members.
