To make error page without htaccess file

Any body can tell me what to do if I won't get htaccess file to make an error page of a site? Is it possible to make an error page without it in linux server? Please help me out.......

if he won't get .htaccess, I don't think he will get access apache config file either.

if you are using cpanel, you can edit your error pages from cpanel
