    I think he means admin of a forum.Sharing your earning with your mods and let them do the jobs for you.

    hire mods or give incentives to mods at the beginning and make early members thread mods or board mods by giving them permissions to moderate a board . That way some wants to "show off" their "power" and invite more and your forum grows at the same time ;)

    and also dont expect to do none when starting a forum. Starting a forum needs the most patience out of all unlike other sites
