I'm curious, does having title="blah" in the link tags help out ??

    Thank you

In terms of SERPs it may help "somewhat", but you need to know that SEO is a game of inches so go ahead and implement it - it definitely won't hurt if you don't spam it!

Use it naturally, don't spam and it should not hurt.

It can help your visitors - as far as search engines go, title attribute is not indexed.
