Title tag keyword phrases

I have a client who is going on about his title tags - for example, I have given him this title tag

motorhome rental, manchester, stockport, kent, liverool

so that he can be found for multiple phrases (once I have built backlinks with correct anchor text) for 'motorhome rental manchester' and 'motorhome rental liverpool' and 'motorhome rental kent'.

He is saying to me that its not going to work as Google needs keyword phrases in title tag rather than just keywords... so he wants the following

motorhome rental manchester, motorhome rental stockport, motorhome rental kent, motorhome rental liverpool.

I am saying to him that we dont need to keep on repeating 'motorhome rental' in the title tag as it is spamming + you only get around 100 characters in title tag to play with for and once is enough providing I do the rest of the onpage and off page optimisation.

    What do you guys think?

I think you can mention 1 word twice (motorhome) in the title tag but that should be enough. There is no need to repeat it for every phrase.

yeah, i think it is a waste of characters in the title tag myself as well.

I use pipes | because it looks better but I don't really see a problem unless you wanted to add motorhomes maybe if you have any sort of plural issues. At a glance that appears to be up to speed though.
