title tag in SERP

    According to basics google give preference to first 70 characters in title tags.
    but the title tag in SERP shows hardly 66-68 characters.
    So does it matters how many characters googe is displaying in SERP as we use targeted keywords in the title tags.

    use title max 65-70 character

    I know that meta tag should be of 70 characters but my query is regarding the number of characters of meta tag display in SERP.
    So is it matters how many characters google is displaying in the SERP, does it effect the ranking?

    Google is displaying 65-70 character in SERPs and u can change title, nt effect to SERPs
    if u change the url so direct go 2 effect in SERRs so u can change title

    this doesn't mean that you cannot have a title longer than 70 characters, its just that google will not display the rest. it is however suggested that you limit your title to 70 characters and use your primary keyword at the begining of the title
