    Would it be smart to have the website title in the title page along with a short blurb about the specific page, example..

    X - Y = Fishing PA Network - Using the Right Bait

    Something thing like that or will the X part be too much and considered duplicate? Assuming X has keywords relevant to the site.

    That is a common format for title tags. You can also experiment with placing the page-specific text at the front and site name at the end.

    typically it is best practice to use this format for your title tags:
    <keyword rich title of page>-<title of website>

    example:
    <title>Washington Nationals Tickets - NatsChat.com</title>

    I agree with BILZ, if you want to put your site name in the page title, better to put it at the end with keywords pertinent to the page first.

    I always put;

    <title>My Website Name- Title of Page<title>
