I don't think so. It is the anchor text that has the impact, not the title attribute. Now that is just one man's opinion. There may be others who disagree.
I have never seen it make a difference in the SEO tests I have seen. I also don't think it hurts you so I suppose you might as well have it if thats your preference. I would love to see a test where it did make a difference though so post any personal results you may have or have seen expertu.
I don't think I've ever used it - it just seems like more page bloat IMO - though alt image text should never be ignored as it can be a good driver for image search traffic IMO.
It is generally considered that alt image tags only have value when used with clickable images. Otherwise google is thought to ignore them.
