Will the use of special characters in the <title> hurt?

    Example:

    < title>...!!!%% FREE Tools %%!!!...</title>

I think just a little bit. But keep in mind you have to html encode them.

The optimum title must be less than 60-80 chars. For every sign the title increases the length.

The code of special character is longer than just character, that way bots read much longer title and they will reduce weight of keywords. Also excessive use of exclamation mark may be flagged as spam.
