Its very hard to give an answer without knowing more information.. It's all in your keywords, ads, landing page, etc..
I have tried creating groups for different landing pages even on different sites, some of my sites have thousands of Google indexed pages, it didn't make any difference to the first page minimum, it's always way over $10 even for low competitive keywords. Seems to me like they are slapping high values to any auto insurance realted keywords unless you know different? J

That's the direction adwords is adopting - making same criteria so that surfers get very similar results no matter if they click on organic or sponsored. So this technique is very powerful, thanks for sharing.
