GuyFromChicago gave you the best link (better than half the crap floating around DP) for understanding how to improve Cost Per Click (CPC), so the only thing I can add is based solely on my experience. Here are just a couple of ideas...

    1. An important fact in determining if you can lower your CPC is to check what the normal average cost is with your keywords. You'll want to use the https://adwords.google.com/support/bin/answer.py?answer=25918Google Keyword Tool for that. (I can't use BB code yet so you're going to have to copy/paste the above link.)

    2. Create and test multiple landing pages - This was a huge eye opener for my site. If your site currently has a "Good" score instead of a "Great" score, you're most likely paying extra for advertising. Every since Google decided to (I'm only saying this with love, and because I can't think of a better word to describe it) discriminate against advertisers with their landing quality guidelines, my website advertising has been costing me more because of a "Good" score instead of the "Great" score. Last month I decided to "waste time" and creat multiple landing sites and test with google. It wasn't until I physically requested Google to manually review my website, that I received a "Great" score again wth the new landing page.

You want the landing page to be highly relevant to your keyword, with a good mixture of content and keyword variations throughout the page.

Increase your CTR and improve your Quality Score.

This will bring your CPC down, but it depends what position you are in, and what those competitors around you are also doing.

I know someone who has some very good success with longtailed key words and only used 1 keyword per campaign and set it up so that the max. CPC was half of the largest CPC.....so somewhere in the middle of the average CPC is probably the best way to set it up. If you set it even 10 cents too low, your site may not show in the top 3 which is the hottest spot IMO.

1 keyword per campaign? 1 keyword to it's own Ad Group yes, but 1 keyword to it's own Campaign? That sounds very daft to me.

Top 3 is the best position for some - not for others. Everything is unique to every advertiser, IMO there is no universal best position to be in, it's all down for the individual to test test test.

There are limits to cut costs. so if one focus more towards increasing conversion by 10-20%
then it's better than thinking about cost cutting.
google is smart whenever i got successful in cutting cpc cost for few days, google increased it to above average again.

Another tip worth trying is to test the placement of your ad in adwords.
Choose the best possible position rather than trying to aim for the top place because many times the 4 and 5th position will give better pay on the whole due to the reduction the cpc which you are paying to google (although the traffic will be less as compared to the top 1 poistion).

landing page that meets or exceeds google landing page requirement + higher than average CTR = really good QS = really low CPC

WOW... I just cracked the adwords code!
