domain name and traffic can be big factors.... but even getting the best domain can be expensive, so it is not as easy as it sounds. $500 is a lot of money just for a domain with some content on it... so unless it comes with a good amount of traffic then I would pass... I think in order to get that much, then you need to build good content, and traffic, so you may have to sit on it for a while, unless you get lucky and the buyer wants what you have just created bad enough to pay what you are asking....
To sell a blog for $500 you probably need to have it generating monthly income consistently. If you can get it doing $30/month then you can easily get $500 for it

with adsense and by doing SEO work. a website is normally worth 12 months of income, so u do the maths
You will need 1) Content (so I already have some writing done for me) 2) Traffic (so I already have some marketing done for me) Otherwise, the person will just do it all himself and not bother paying you.
a high PR and good traffic also contributes to your site's value. more than $500 is not really hard to meet. Just make sure that your site is with quality content.
