    1. Delete unwanted programs in startup.
    2. Disable unnecessary services.
    3. Uninstall unnecessary softwares.
    4. Use portable programs that can be run directly without installing them.
    5. Increase the size of your page file.
    6. Run some registry cleaner.

    Hope it helps.

deepak_kanojia Said most of it, I'd recommend to use no Themes a t all, No desktop image nor ScreenSaver.

I'd clear the desktop from Icons as well (Keep only needed ones)

Although you can tweak the OS here and there, but adding more RAM to your system will surely make your OS faster.

There is an option to put some virtual memory this could be one of the options. Here you need to give optimum memory. This may be capacity of your RAM or twice the capacity of your RAM

Why Windows 2000 professional ? At least you can use Windows XP that runs in smaller system configurations . Anyways the method to speed up Windows is all the same as said by Deepak and metros .

Consider upgrading the computer hardware to increase bus speed on the motherboard, more RAM, faster CPU, quicker access time on the HDD, offloading video processing with a newer video card with it's own RAM, or get "fancy" and setup a few SCSI HDD in RAID array for speed.

Besides the hardware, if you stick to making changes within the OS you can do several things that were posted earlier. The main concept is that you run a baseline with performance monitor or sysinternals before and after to see that you are actually making progress.
