this site only has page rank of 4, but they have at least a hundred incoming links and get about 7000 visitors a day?

The amount of links really doesn't matter. If they had a couple of good PR7s they could even be a PR6 right now. It is the quality of the backlinks that counts

Is it the general opinon out there that it may be more cost effective for me to "buy" two PR 7 or so links to my site than spend days and days trying to accumulate a few hundred PR 3, 2 or even PR 1 sites?

No, because you would be trying to speed up the process and Google doesn't like that, you need to do things the way it should be if you want to someday rank well at Google. Besides, you would have to keep paying for those links, because as soon as you take them out you will go down as a rock. How much would that end up costing you?

how about you buy the pr7 links to get pr6 on the next update and then go on a mad link exchange plan with other pr6+ sites. Then after you have done that stop paying for the pr7 links and hopefully with a good amount of links you will be atleast pr5 or unlikely pr6.

that is how i would do it to minimize my costs to increase my pr if that is your goal...

There is no direct relationship between the PR and traffic, I have a PR4 site, its traffic is much more than the traffic of another PR5 site of mine.

I think there is a mild correlation though, it's one of many variables, such keyword competitiveness, word of mouth, link quality, different sitewide SEO techniques, etc.
