    i guess whenever in doubt, just click on the Ads by Google link and then report the concern. After that, what Google does is their problem, but at least you have done your part. Don't think you can do any more than that...

    Placed Ads on top-fold (The area you can see without scrolling the page)
    If the content is below the top-fold , I think it's still ok. But it is no contents Like Will Spencer said. So this site is violate the strictly tos.

    That might be a violation in your eyes, but to google that site is fine. By content they dont mean you have to have thousands of words or anything like that. A blank directory with not one link in it, just categories and sub categories, is enough "content" to be approved for adsense and allowed to put google ads up.

    It's not a matter of content, but his outright deceptive policy of tricking the visitor into thinking all his site has to offer are those Google boxes at the top, because it takes a full scroll to see his scraped content below. He even put the copyright notice at the end of the box to further his deception. If you don't consider that a violation, or at the very lease a policy of deceit, then you are very ethically, shall we say, "flexible".

    It is against the TOS even for the simple fact that the ads are labeled "Your Insights on Mobile Phone Portal" and not -advertisements- nor -sponsored links- . Deceiving. Period.

    when i first seen it i thought it was a blank page but i seen that you have to scroll down. it's deceiving at most because it draws undo attention to the ads. so people think those are the links for the topic
