    It is not illegal to convert video online. Lots of video conversions can be done quite easy with FFMPEG.

    However, if you are using this to rip/download videos from websites like YouTube then you could be breaking copyright laws and this is without looking into YouTubes TOS which will most definitely not allow this kind of practice... even if they did, you would essentially be illegally downloading content.

    It is just the same as illegally downloading an MP3.

    i mean for someone who want to creat/host website (convert videos or video links to mp3 or any other format online) , is their any risk ?

    Yes, Youtube tries to get those websites shut down.

    It is not the service as such that it is illegal.. it is perfectly OK to use them to download legitimate content, however if it is used to allow ripping from youtube and other websites that contain copyright material then you can expect the platform legal team or content licence holders to come after you.

    Youtube-mp3 has already had claimed filed against them, but they don't seem to care lol

    The owner no doubt has alot of money, and it can be difficult to enforce even trademark
    laws unless the US govt wants to get involved, otherwise, if they did, and seeing the
    domain is registered by enom, then the domain could be seized, and the site shutdown....

    The owner probably uses a lame defense like "I just provide a free service, it is the end
    user that uses the site for illegal purposes..." which maybe true if he was not part of the problem...

    as long as the US govt does not step in,
    then it is just a license to do what you want....
    (until they do decide to take action....)

    so, endless cycle....
