I have been submitting to article sites like hubpages and ezinearticles and Squiboo and I noticed when searching the keyword, those sites are coming up way before my site does for the same keyword. So I added a bunch of keys word right in the description on the page so google would see it better but I am wondering if it is better or worse to do this.

Example is like this New way

escription: This video provides point and click instructions on how to block any kind of content you wish on your home PC. If you wish to block all adult material, or sports or gaming, or chat websites or social networking this video will provide full step by step instructions on blocking access on your home PC . This is an advanced version which is much more secure than our previous version.
Some keyword terms are prevent access internet, internet parental controls, family internet filter, parental control web, kids internet safety, child internet filter, child safe internet, internet filter review, filters internet, how to block internet access, block chat, block internet access, restrict internet access, blocking websites, block websites, block web sites, block internet sites, limit web site access, blocking website access, block website, website blocking, limit internet access, free website blocking, restrict website access, prevent website access3, restricting website access, restricted website access, block youtube, block web site, block downloads, blocked website access, internet block sites, web block sites, limit websites, websites blocking, how to block a website, block, opendns.com, open dns, 208.67.222.222, 208.67.220.220, web pages , web site filtering, web site filter, website blocking, block internet sites, block web site, block web sites, filtering websites, how to blocked websites

    Or like this
escription: This video provides point and click instructions on how to block any kind of content you wish on your home PC. If you wish to block all adult material, or sports or gaming, or chat websites or social networking this video will provide full step by step instructions on blocking access on your home PC . In the second I still put the keyword in a tag section that is unseen on the page. Which is better?

If you are talking metatags your kewords should be maybe a handful then move on. For the Description tag a single sentence... usually not more than 10-15 words. As a rule of thumb how ever long Google is displaying in search results is about where you should try and truncate your description tag. They will crawl a few more words but not display them.

I would say that it depends on the incoming links and what they are related to.

Sometimes the search engines, especially Google, would consider it spam because
that is exactly how they used to do some spamming before the search engines picked up
on it. Othertimes, depending on different factors, it is helpful.

Again, it depends on how the spiders pick it up. I've seen high rankings with and without
those related keywords. Just look at the top ranking sites and see what they are doing -
    and do something like it.

I would recommend that any same keywords would not repeat above twice in your title tags and descriptions. Of course, you should use variants there :)
