This just has to be against the TOS, right?

    Google's enforcement of the Google AdSense Program Policies appears to be completely random. You can report dozens of violations before you will ever seen one violator punished.

    And, at other times, Google flops the other way and enforces rules which are not written down anywhere. For me, they refused to allow AdSense to be placed on a page about air guns. That's not written anywhere in the Google AdSense Program Policies.

    Google's capriciousness evinces a significant lack of organizational maturity.

    Google hasn't taken it down, so it is only reasonable to assume that Google is condoning this behavior.

    I guess it is ok, as long as there is content on the iframe and it is visible.
