    Ok, seriously, wtf? What the hell am I doing wrong?

    btw All other modules work including PHP; also Perl works with Apache's CGI

    What you're doing wrong appears to be assuming all versions of each piece of software are compatible with eachother, though I could be wrong.

    Research compatability between your version of Apache, version of Windows, & version of Perl.
    That situation seems to be the result of incompatible versions in one way or another. Maybe even a missing dependancy.

    Searching for that specific error message is probably a waste of time if you haven't figured that out already.
