Not only that it does not have much visibility. Even if you search for that page on google all you get is one result which is the page itself. This little tool http://www.linkworth.com/link_popularity.php shows nothing either (well at least for google). So my question is... How did he get that PR3? I think the answer lies here "Page Created 07/11/03". If that’s the case im surprised at how much value google gives to older domain names. I cant see how PR could have been transferred from other previous levels as .com/Content/Misc/ and .com/Content/ folders have no PR what’s so ever. So my guess is that the webmaster submitted that page straight into google and it was slowly accumulating PR during the last few years by itself. Correct me if im wrong.
Google is picky about showing backlinks. The old adage was that it didn't show anything below a PR4 as a backlink.. but I don't think that holds true these days. Yahoo shows 3 backlinks for that page, including: http://www.fortifiedwithsugar.com/Content/SendMoney.html which is PR4
the page you are talking about has link from couple of pages from his own site having pr 4 there are not much outbound links on entire site. site also has few hidden text tags. which are not visible to us but SE see them. site is also optimised for SE friendly layouts and content so its not at all surprising to have pr3 for that page. you can calculate PR using this tool http://www.thinkbling.com/prcalc/ Link popularity is one of important factor for PR but its not evertthing. many other things also drive PR algo.
