when I upload this site www dot fusionoutside (dot) (co) (dot) (uk) it looks perfect in windows explorer like how I want it look but when viewing it in flock, firefox ,or safari it expands that background in marquee area as well as the table at the bottom with page browsing links I am using DW8 by the way .
You need to make use of CSS better, as it looks like your usiing the Design option of Dreamweaver it doesn't exactly produce the best possible code, so it can often lack browser compatability as it is using insufficent methods to arrange your objects on the page. If you learn CSS you can code the page yourself without drag and drop and create a site which is compatabile across different browsers. When you get good at it it would probably take you a lot less time also.
I dont know how to use css that's why I came here looking for help so how do I do this using Dw8 tables if anyone knows ?
The problem is you used IE to design this. IE is 11 years behind all the other more modern browsers in modern standards and practices. That's obvious by what you see. None of the other browsers can display the markup you wrote. Always, always use a modern browser to test your markup in initially. That means ANYTHING but IE.
Oh man tables are very old, check some tutorials about web standards and html and css and they prepare something, try to set the width to static value
