I have 1 adsense and 1 adword account. I have a few sites for Thailand with the basic keyword is Thailand. When I wanted to place some ads on google adword “target ads” my adsense  sites does not show. Not that I wanted to place my ads on my sites but why do they not appear in the list of available options when I press Thailand as a key word?

They don't list every site in the first set of results. If you hit "get more sites" for a 1/2 hour or so you may see yours:)

I did not see any more pages for this. I understand what you mean. If there is more result how do you do to get UP there on the top?

what you can try to do is site target your adwords to your own site... Theoretically that should work...

He wasn't asking how to use site targeting, he was asking how to have his site displayed on the list that Google returns when you do a query in Adwords for sites that match your target term.

I got this answer from google it does not say much as usual

Thank you for your patience and clarifying your question. I understand
that you are concerned why your site's name is not showing up in the list
of available sites when creating a site-targeted campaign.

Your site may not appear in the Site Tool due to a number of factors. For
example, if your site is hosted on a domain path or if you have begun
participating in AdSense very recently, advertisers will not be able to
select your site for a site-targeted campaign.

While we're continually working to expand the network of sites available
for advertisers to target, we're not able to guarantee that your site will
be listed in the Site Tool. We appreciate your feedback as we work to
    improve our program.
