    Yes it is majorly against the tos. There was a site a few months ago that was just like that and I reported it to google and they didn't do anything about it. So then I reported it again and nothing. I think I reported it 5-6 times already and the site is still running with the ads on it. So who knows anymore lol

    Most of this sites were promoted in adwords I have seen lot of this site when I am trying to filter the ads in my site

    maybe this site is doing adsense arbitrage also. :s should get banned at the time of payment

    Yep, that would be aginst TOS. They are proobably new publishers who won't be paid when time comes.
