The pentoooool ,you can do so many things with it,or do you mean the multicolors? I can do that as well. Edit: Heres a quick way ,gradient map with multicolours and erase parts with opacity of 20-80%.
I believe a mixture of Photoshop and Eye Candy type of filters will do the trick. You can pretty much do a lot with Photoshop and with the proper filters and add-ons it becomes just as powerful as Illustrator in my opinion. Again that is just my opinion.
2nd effect where there's a stream of line from the man kicking the ball: - this can be duplicated using the pen tool (to draw the lines) but after drawing a path > right click > stroke path > simulate pressure (that's to create the lines) - to create the glow effect, you simply just have to add in an outerglow (change the colors of course)
Its rather simple to do, rather difficult to get it to look right (composition etc). Create a wavy line in Illustrator, drag and repeat (control/CMD D) as necessary. You can create the lines in PS too, drag then out then use the alignment/distribute palette to evenly space. Bring into PS and save paths. Stroke paths with small brush on seperate layer using White (layer: White Joins) and set to overlay, Duplicate layer (layer: White Keylines copy) and set to overlay, create another layer with larger brush (layer: White Keylines) and set to Normal. Use layer masks to remove certain parts of the lines. The "White Keylines copy" layer is used to provide more lines to the left of the image however it could also create shadows/ghosting by reducing opacity or layer mode. You can see the order of the layers via the attached pic plus the original paths drawn in illustrator at bottom of pic.
