Personal accounts DO NOT have API access, as far as I know. I have one myself and I couldn't find the link, however my business paypal account has the option.

What do you need the API for? Are you sure you really need the third-party access API? Most of the times the IPN is good enough for selling things only.

Upgrade to Premier or Business account. Both offer Third-Party API Permission

Hi, thanks for answer. I would like to sell my ebook here on digital point and it says the first thing is to set up this third party API. Can I sell or buy things here without it?

Yes, you can sell at DigitalPoint without linking your PayPal account, however linking it is completely safe if you decide to upgrade to Premier.

You can place a "Buy now" button on your selling topics however you wouldn't gain seller reputation which could really benefit you in the long run.

ok, I read on PayPal page about premier and business account but really can not understand difference, maybe it just me. If I sell or buy occasionally via PayPal is there any benefits of using Premier account? Can someone explain me in plain English please?

The following article might help you a bit: http://www.pinoymoneytalk.com/paypal-account-types/

The main difference between the two account types is that Premier is designed for casual sellers, while personal is not. I am no longer sure about the payment receiving limits, however they do have a very low limit for receiving payments so they might force you to upgrade the account when you will get close to that limit. Regarding the fees, Premier accounts have slightly higher fees.
