    Buying links do work, is it recommended by Google? NO, so if you don't want to piss off Google than don't buy them.

    Yes, it will helps if you can get backlink from quality site
    However, it is hard to find quality link now, most of them are link farm

    No use buying links from your competition. They will not be easy to get, Even a reciprocal is very tough. Try other good sites and contact them. Help them with their site and in exchange ask for a links. Though this is time consuming but the results are very good. Niche related sites avoid exchanging links due to competition.
