    which country you saw doing a weekly raiding?

    i'm from Jordan, but working in Kuwait, i've been to Syria and KSA, and i know some friends and relatives who went to UAE, Bahrain, Qatar, Yamen, Oman & Egypt.

    never witnessed (or even heard) about raiding on copies
    EXCEPT againest companies, yes, they go and check if Windows installed in companies offices is original, also they check the Anti-virus/ MS office ...

    this is the only raid done (over companies) not shops nor people...

    i'd love to hear your experience, in which country you've been? and what exactly happened?

    they probably used something like http://www.prankdial.com/ which lets you put in the number you want the call to appear from, even has an option to type in your text and have a robot-type voice read it
