There is a minor difference between Terrorism and War..

US went on open war against IRAQ, didnt use some fanatic religious guys to blow themselves in the whole crowd of civilians. Unlike terrorists US targeted Iraqi Army not Iraqi civilians.
Additionaly, unlike terrorists, US provides aid to war victims of Iraq, never heard any terrorist organization providing aid to victims killed by one of its bombing attacks..
