    Can I place say, just the banner referral ads on proxified pages? I dont think I can but hey, it doesnt hurt asking.

    i would suggest you to remain on safer side and not put referrals on proxified pages

    You proxified pages can show adult content or illegal content depending what the user is browser so it will break their TOS as you do not have control over the content, unless you have strict filtering in place to prevent this content.
