It's probably relative to the other results... Compared to 'french learn', 'learn french' is quite high but on its own compared to the rest of the fish in the ocean, it's low. I guess that could be one explanation...
1) I notice that also. I *think* that sometimes when it do not has access to the search volume database due to an error in eventual cases, it just put a "zero" there. 2) The search Volume is relative to the Countries/Languages that your campaign you are targeting - be sure that both screenshots are for the same target zone/language.
