I would look on themeforest.net - there are tons of themes on that site and I'm sure that you can find something similar.
Looking at the source for synergyhomecare.com I see a viewstate which indicates this page is a Microsoft aspx page and not a WordPress site and is custom designed. Also the page layout and sidebars are different from page to page. Usually WordPress has the same or similar layout and sidebars. So it's all custom. You could contact some of the large theme providers like Woo and ask them if they have a similar theme to synergyhomecare. Or you could pay someone to develop layout and theme that is similar. I don't know if I would use WordPress on a project like this. Maybe custom php templates for the layout with includes for the content. You would also need a graphics designer to do comporable images. The ones on synergyhomecare.com are really nice.
