The user is located outside your campaign's geo-targeting area.

    I ran a Ads Diagnostic for one of my keywords, and it says this:
    Ad not shown | Reason: The user is located outside your campaign's geo-targeting area.


    whos the user?

    The one you selected on the first page of the tool. In the drop-down or by IP.

    aha, but i do have all the states in my region. so how do i know which one its complaining about...

    i still havent figured it out.

    when i go to Ads Diagnostic Tool and choose User location: US and all regions.
    and this is what i have in my geo-targeting settings, all us states.



    I have 3 different ad groups :broad, phrase and exact with the same keyword, in the diagnostic tool it shows all 3 of them as "The user is located outside your campaign's geo-targeting area."

    how can that be? Please someone explain to me, please!
