The user is located outside your campaign's geo-targeting area.

    I have several keywords in a geo-targeted campaign. The campaign shows ads in CO, WY and NM. When I check the quality score, for SOME of the keywords, it says: "The user is located outside your campaign's geo-targeting area." Who is the user? I am sitting in Colorado.

    If I do a diagnostic, it says it is checking in Wyoming and no ads are running. If I try in Colorado, it says ads are running.

    Why are only some of the words, in the same ad-group, having this problem? How do I fix it?

    Use the ad preview tool in the tools section. You pick your location and surf from there. If you want to quickly check keywords/ads without the tool, use a geo modifier with the keywords, such as - printing richmond va.
