    Yes, you just can't have other contextual ads, or ads that look like Google ads.

    Adwords advertisers have the option to have there ads only appear on search results. I don't know exactly when this option went in to effect but I think it is responsible for a lot of this lower payout and smart pricing type effect in adsense.

    If more adwords advertisers chose this option then there is less inventory of ads for adsense.

    Someday soon I'll do some adwords advertising since I signed up with godaddy as a domain reseller and it included a $250.00 adwords credit. I'll post about the results here when I try it.
