The simplest way to get hover pop ups

I don't even know if that's what they're called, but I'm looking for a simple script to enable me to personalize a pop up with my own colors/graphics etc when someone hovers over a link.

Much like alt tag, but more in tune with Amazons new product reviews etc.

I have one on my wildlife figurines site but the code is extremely bulky
