I have written here many times how to get Google AdSense account easily. You can search my post. It is really easy.
People don't get AdSense account because they think AdSense is an ATM and they can do whatever sneaky things they want and the advertisers will pay them.
Remember,there are thousands of advertisers who pay for your Adsense income, not Google. Google is only the provider of the software to make it happen.
If advertisers are not happy, why they should pay you?

No point to get approved if your site is not good enough since you can still earn nothing
Better spend some time to develop your website/blog. You will able to earn good money once your website is rich of quality content

Find any nice blog under wordpress.com and say it's yours, use it get an adsense account.

I've also heard we need to use the blog for at-least six months before applying for adsense.

 

Now a day, Google has changed their T&C for approving Adsense Publisher account. BUT my case is interesting. It was the incident of 2007. I found a website which was promoting ClickBank products. I read them and found quit interesting and I've join with ClickBank and followed all the steps that was given in promoted website. They ask me for opening an advertiser account in Google and other PPC enabled search engine. I'd sign-up Google Adwords and also in other search engine. Actually I did not know that Google Adsense is a publisher account. After a few month from opening Google Adwords account, I was found Google adsense section and I'd click. Since my Google account was already created, Google ask me Tax information. After giving the information, my Adsense account was ready for use. This was just surprise.

make a blog with huge traffic for a year, i believe adsense team will approve you.
