Do schools block proxies by domain name or IP address ? if they block only domains and not IP addresses then its good to use free domain names ( .co.cc ) for proxies
It depends on the firewall system a school uses. However, blocking an IP would seem like a better idea because it takes care of the IP and any domains that point to it.
My school uses a diagnostic software that detects patterns sent out by a web proxy and blocks it as soon as it realizes it. That usually means it blocks it while the first proxified page is loading. That sucks
I'm allowing co.cc's on The Tech FAQ Proxies List because they seem to work. They don't appear to be banned any more that .info's. It seems to me that a greater risk of banning comes from hosting your proxies at known proxy hosts.

Its not a problem coz you can always change the IP address. And the IP address is cheap around max $2/IP
Ok, but a proxy host can't give used IPs ? let's say has 30 dedicated IPs, and all are used, after 2 months few clients are no longer using 5 of them but another 3 request dedicated IPs, do you think the host will buy fresh IPs specially for those 3 new clients if has 5 already used IPs available ?
The proxy host can give you IP addresses from within the range they control. But, Websense/Smartfilter/etc... can block the entire range that the proxy host controls.
