    July 24, 2008. I do not count the couple minor updates since then as they did not appear to be full toolbar exports.

    The snapshot date of the July 24th export was around June 15th or so.

    Here's a link to the export dates, but it is dated. :)

    The updates around around every 3-4 months, there is not a set date, just a When Google feels like it' policy.
