Everyone is being negative here... It all starts from the idea and you have to build from there. If you are honestly trying to build your site into a credible search engine it is possible. Google also started with just a simple white background, a logo, and a search box and now it's the most popular search engine. Put the hard work into getting your site known on the web. The first thing you need to do is remove the google search box. That doesn't look good if you're trying to be a unique search engine. I'm sure there are scripts you can use that can be used as a search engine. www.hotscripts.com is a great place you can find scripts. You can get someone to make a custom wordpress theme for you to make your page different then a normal search engine. It will take time to get on par with Google but that goal is an incredible feat. You have to work really hard to get there.
I'm not sure about the search box but I know with googles ads you must have a privacy policy compliant with google policies and I could not find one. You may want to find out if you need one and add one very quickly as they will remove your account. Maybe setup a couple of extra pages too? such as about us, a disclaimer saying you are not responsible for search results etc. Just to make it appear more professional if for no other reason.
It does say in the footer "FreeOnlineSearchEngine.com does not collect, store or share any information entered on this website." that is a pretty general privacy policy I would think.
The style is too 90s, and you are using Google itself plus making money by doing so. Also, you need a much shorter and catchy name.
From googles website You would have to check yourself if you are classed as a publisher since you are using a search box instead of their text or image ads but I would expect that you are. I really don't know on that front as I don't use search boxes. What you have at the bottom of your page would not count if they do require you to disclose their use of cookies.
I think no one can replace Google. Sometime something is made only once that type of product it is because any other product will launch Google goes beyond that product.
