The original thread ask only 1 so I favor for the high PR back link. Even you have poorly design site and poorly written content, you will get your share of visitors because the back link will bring you to Google page 1
On-page and Off-page optimization is very important factor. Also Keywords and Link building is a part also of important techniques in SEO..

The most important seo factor is Back links from relevant sites that having good page rank and traffic. The Quality of backlinks is the back bone of SEO.
In my opinion, you may need to re-think your SEO strategy.... Backlinks are pointless unless the website is optimize properly for important factors of INTERNAL SEO FIRST!! Internal SEO - 1st External SEO - 2nd If the website is not optimized well internally, then posting backlinks will not help much with SEO. If backlinks are not properly linked, then they will not help improve keyword performance.
Heh....I guess the question was stupid from the beginning. It don't matter what you do with one factor unless you match it with other factors.

I think content without links is like Las Vegas without roads(or other ways of getting there). It seems like content and links both MUST exist. One don't do any good without the other.
Unique Content is King right but links are more valuable because sites without content is also rank higher in SERP's.
