It's most likely a made up number. Nobody outside of the search engines themselves knows any hard-and-fast data on the percentages. The best that can be done is to make educated guesses. Which this clearly is not.
Honestly if we're talking about a real website and not a "squeeze page" you can't pick just one because one factor will never do it for you. You need a minimum of two really heavy-hitting factors with SEO. So I'll combine two and say it's content in relation to backlinks. You can't rank high for anything worth ranking for without backlinks no matter what type of content you have, and if you have backlinks linking back to a page with no content you won't rank either. What about outgoing links? It seems like outgoing linke to related content sometimes can give hits from Google. Anyone know anything more about thsi factor?
Most important factor is your on page optimization. Do it well, then you will be promoted automatically by SE with little efforts.
i expect it would. anybody that puts a mis-matched document title to the page is obviously trying to be sneaky, and the SE's certainly dont like that.

Yes, and I found it really simple. Not meant "easy" though. You go in http://google.com/sktool and find a two word keyword combination (from desired topic) that has search volume from 500 to about 3,000 / month. Then you check, if there is already a lot of strong sites on the first Google page. You will know what are strong sites, I guess... You are trying above double check until you find a kw with relativly high serach volume that does not give a lot of strong sites on the first Google page. Then you use another 2-word keyword and repeate above...This way you can make a title with, like say, 6 good keyword combinations. I'm getting 17,000+ unique visitors to one single article this way.... You put these keywords in the title (I limit titles to 65 characters). Write a good article and use synonyms of those keywords in the text. I personally don't care aboute kw density. In Wordpress use "All in One SEO" and put kws from the title there again. Make a lot of internal links with VARIATIONS of keywords pointing to your new page. This way you can realistically expect to come on the first Google page...which is not enough. So find some links with keyword VARIATIONS to your page (not home page, but to exact page). For this to work, your site will probably need some links from before to come on some "level" - from there it works like a smile .
There are no known percentages... although it is generally accepted that maybe 20-30% of your rankings are determined by on-page ranking factors. The other 70-80% would be determined by inbound links. But really... who knows. The percentages likely change drastically depending on how competitive the keyword phrase is... More competitive phrases tend to rely more heavily on inbound links in order to rank well. For less competitive phrases you can get by mostly with on-page optimizations with few inbound links.
