The most annoying submitter ever!

OK, I’ve got a submission for this site: trophort.com
I rejected the site and told the submitter that I cannot accept his website into Dream web directory, and refunded the payment.

Some time later he submitted again, the very same website. I rejected it again, and refunded the money. I told him that his site does not abide to my guidelines, and that I cannot accept it.

It is simply low quality, MFA site, without unique content, and I do not want in my directory.

Well, a couple of days later, he submits again, the same site!

So ok, I will ban his IP, but I am afraid this won’t stop him. What can I do? He can keep sending payments, and I am pretty sure he will file dispute with paypal sooner or later.

    What should I do?

I would contact PayPal and find out if you can deny payments from him.

What a bizarre site - what the hell is that all about?!

    Ban his ip address.

Surely he'll finally get the message then.

Isn't there a way to review submissions before payment?

well I just checked, and it looks like a lot of directories have listed this site  Maybe that is why he keeps trying
Anyway, I will just ban the site and IP.
    And refund his money, eventually...

Its too bad paypal doesn't allow its users to simply reject payments from email address that you specify. But that would be a tad too forward thinking for paypal...

but that might not work as he/she may have up to 8 email addresses associated with a Paypal account and just might have one good email associated with a good site that you might allow

what about making it clear in your guidelines that the payment is for review time, and will not be refunded should a site be of a very poor quality to obviously be wasting editor time.

Most directories have features for banning the IP/domain. Try that first. If it he still comes back, then you have to break out the big guns. Alter your submit page so that anyone that submits trophort.com gets redirected to a page of your choice (I prefer this one) rather than paypal for payment. :p
