I think the 'fundamentals' are still valid. Despite of any speculation out there, link building is still one of the most important factors for ranking in Search Engines. I would recommend a resource called '21 SEO Techniques You Can Use Today to Get More Search Engine Traffic' on Backlinko.com site (sorry I cannot post URL's).

I want to get list of Web 2.0 websites for building backlinks. Anyone provide this kind of link to me..... thanks

I collected a list Jan 2013 and now 70% of the website domains has expired, hence I need a list where the backlinks sticks for decades.
