www.resellerclub.com .. they are the biggest .IN domain registrar.

ResellerClub is big in providing .in registration for Resellers, you will need to have inital deposit ~199.00 to start registering domains and it is slab based.
DirectDot.com provides registrations through ResellerClub for general public without large deposit upfront.

the problem is people in India still have .com love.. .in is not as popular as .com's

or else registrations would be much higher
