the first step to create link exchange for seo ?

    how to create link exchange? i mean ; open the notepad end paste the reciprocal link and save it for example to links.htm , where to put my link.htm ,? i mean in my home page like a category.please help??

    Is your site a static site(html/css) or wordpress?
