The difference between directories and URL submission sites?

Sorry if the question sounds ridiculous, but here it is: Most directories (like DMOZ) require a text link and categorization among other information. Then there are sites like scrubtheweb and websquash that only request a URL and offer "instant indexing." What is the difference between the two services?

those who request only urls are either search engines only or they will take description and title from your site title and meta tags

scrubtheweb and websquash are mainly search engines (like Google). For the most part, submitting to general search engines is no longer required as the big ones spider the web and find your site automatically.

websquash does have a separate directory http://www.websquash.com/search/index.html that requires submission.
