The difference between adwords tool and adsense pay per click

I have a blogspot blog. When I look my keyword in adword tool, it says 0.50 dollar avarage for per click. I know it is for adword users but my pay per click is just 0.01-0.03 dollar. Where is 0.47 dollar? Click ratio is approximately %4. What is my mistake. I have been using adsense for 2 weeks. It is always too low. What can I do to increase pay per click?
    Thanks for advices.

ads are about metal detectors. i looked adwords tool for detector. it showed 0.50 dollar. non-english blog. It means ther are lots of high price ads. but i am getting just low prices. I want to know why.what is my fault. Is the reason my blog is new in adsense?

you've only been doing it for two weeks, give it time. Also, imo, adtools are not that useful. Advertisers decide how much they are willing to pay - they will vary greatly.

The Ad click amount is based on number of factors including but not limited to:

    - User location
    - Your niche
    - Ad location
    - Ad Type
    - Post Click activity etc

I have got clicks from .01 to $3 but it is hard to predict which Ads pay the more but the things mentioned above, do influence the CPC.

Actually, there are 3 types of CPC which you need to look at:

    - Actual CPC
    - Avg CPC
    - Max CPC

We only see the Max CPC mentioned on the Adwords tool but Actual/Avg CPC is what you get for your click.

So, if a max CPC is $3, then avg could be around $1 and actual could be around $.5 also you need to pay some amount to G as well for their service.

To go along with these stats, you have user location, ad location which really dents your earning.

    I hope this helps.
