Some of the ISPs coordinate with the police to prosecute illegal downloaders. Others ban them from the Internet. On the hosting side, nowadays, USA, UK and a lot of other countries do not host download sites anymore. So a lot are being forced overseas. I think this is due to the free trade agreement whereby the countries promised to act against piracy. Some countries which have laws protecting the confidentiality of clients still allow these to be hosted. Question is how long before the anti piracy lobby which is extremely powerful gets them shut down.
We can't stop piracy so long as there are countries who would lovely embrace sites such as Pirate Bay. Pirate Bay even wants to buy an island and make it as its country so it can establish its own Internet law.
The swedish government is actually going after piratebay, but it has gotten so big that it can not be stopped. Even if they could stop it, similar sites are popping up in hundreds every day... About the Island, consider that more as an joke

Yeah don't forget the privacy laws especially when they already tap into our phones... I doubt they can do much about piracy. It's gonna happen whether the ISP can control it or not. They can always use something like Peer Guardian to hide their IP and stuff.
Yeap, it is very tough, it involves International laws and the likes and the litigation processes can take a long time, not saying some countries go by civil law some countries run by common laws......
Illegal downloads will continue to flourish until the legal downloads are kept out of the reach of the common man because it is too pricey for them. The rates fixed should be a realistic one but in practice, only people from developed countries can afford to pay them. Of course, I am not supporting the illegal downloads but the root cause for the problem should be identified and addressed to. When legal downloads are affordable, more people can utilize the service legally and this increased compliance will only bring more profit to the company in question
