I have noticed that the same person keeps on clicking my Google adSense ad! Is there something I can do to stop this horrible person?

Report it to Google immediately, tell them about the situation before you get banned, Google should be able to block the guys IP address

How can you tell who clicks ads, especially knowing that it’s the same person clicking ads, and knowing the IP address of the person clicking the ad, how is this possible?

Is there a way to know this? Does google has a service I don't know about?

As advised above, simply ban the clicker's IP from the domain.

Does google allow Adsense stats to be observed via phpadsnew?

I don't know I have never used phpadsnew, I just want to know if this is a normal thing to do and that google is ok with it.
